Responsibilities & Qualifications

RESPONSIBILITIES

  • Manage and guide the human resources operations for the Brigade and Battalion Headquarters, including the submission, tracking, and reconciliation of all Integrated Personnel and Pay System-Army (IPPS-A) reports.
  • Ensure the accuracy and timeliness of the Daily Status Report (DSR) on SIPR for Soldiers, Contractors, and Civilians, and monitor the Deployed Theater Accountability Software (DTAS) for tracking deployed personnel.
  • Perform a wide range of HR functions including processing military awards, evaluations, leave and pay actions, and maintaining accurate Soldier records, such as iPERMS and Soldier record briefs.
  • Conduct Soldier in and out-processing, including processing levy packets and producing Permanent Change of Station (PCS) orders.
  • Act as the key liaison between all project stakeholders, ensuring clear communication and prompt resolution of HR-related issues.
  • Uphold strict compliance with Army HR policies, embedding industry-best practices, adhering to established policies, and fulfilling all reporting obligations.
  • Oversee the preparation and maintenance of essential personnel actions, unit-level mail clerk duties, and general administrative tasks.
  • Provide Enlisted Personnel Promotion Processing at Brigade and Battalion levels, including the review and processing of advancements and promotions.

REQUIRED QUALIFICATIONS

  • Security Clearance: Must possess an active SECRET clearance.
  • Citizenship: Must be a US citizen.
  • Certifications: IPPS-A Transaction Submission Certification, Army Human Resources Certification (or equivalent).
  • Education and Experience: High School Diploma with 8-10 years of relevant experience; Bachelor’s Degree with 2-4 years of relevant experience; Master’s Degree with 0-2 years of relevant experience.

ADDITIONAL DESIRED QUALIFICATIONS

  • Advanced Degrees and Certifications:
  • Advanced degree (Master’s or Ph.D.) in Human Resources, Business Administration, or a related field.
  • Additional certifications relevant to HR management, such as Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR).
  • Specialized Experience:
  • Over ten years of HR management experience specifically in defense or military environments, demonstrating a deeper understanding of the unique challenges and requirements of these sectors.
  • Experience with Army HR software systems and tools, such as IPPS-A, DTAS, and ARIMS.
  • Leadership and Collaboration Skills:
  • Demonstrated leadership in multidisciplinary teams, highlighting successful team development, conflict resolution, and project delivery.
  • Experience in fostering collaboration between government entities, contractors, and other stakeholders to ensure cohesive project execution and alignment with strategic goals.
  • Strategic and Analytical Abilities:
  • Proven track record of strategic planning, risk management, and contingency planning, demonstrating the ability to foresee potential challenges and proactively devise effective solutions.
  • Advanced analytical skills, with experience in leveraging data analytics, performance metrics, and project evaluation techniques to drive project improvement and innovation.
  • Communication and Interpersonal Skills:
  • Exceptional communication skills, with experience in presenting complex technical information to non-technical audiences, including senior military and government officials.
  • Proficiency in negotiation and persuasion, capable of securing stakeholder buy-in on critical project decisions and directions.
  • Security and Compliance:
  • Advanced knowledge of Army HR policies and security protocols, with experience managing projects involving sensitive and classified information.

TekSynap seeks a Human Resources Specialist to lead our team in providing HR support for the 160th Signal Brigade. This position involves managing the comprehensive human resources services for the Brigade and Battalion Headquarters, ensuring compliance with Army HR policies and regulations, and maintaining the highest standards of personnel management. As the Human Resources Specialist, you will be responsible for the submission, tracking, and reconciliation of all Integrated Personnel and Pay System-Army (IPPS-A) reports, ensuring the accuracy and timeliness of the Daily Status Report (DSR) on SIPR for Soldiers, Contractors, and Civilians. You will play a vital role in monitoring the Deployed Theater Accountability Software (DTAS) for tracking deployed personnel, ensuring the visibility and accountability of the Brigade’s human resources. Your duties will encompass a broad spectrum of HR functions, including processing military awards, evaluations, leave, and pay actions, performing unit-level mail clerk duties, and general administrative tasks. You will also be responsible for conducting Soldier in and out-processing, maintaining accurate Soldier records, and managing personnel accountability reports daily

WORK ENVIRONMENT AND PHYSICAL DEMANDS

  • Location: Multiple, including Headquarters (HQ) 160th Signal Brigade (Camp Arifjan, Kuwait), contractor facilities, approved telework sites as per the Telework Plan, and potentially both within the Continental United States (CONUS) and Outside the Continental United States (OCONUS) for training and customer support as required.
  • Type of environment: The work environment will vary based on location, ranging from office settings at HQ 160th Signal Brigade or contractor facilities to remote telework settings, and potentially field environments when travel is required.
  • Noise level: (Low, Medium, High) Low to Medium
  • Work schedule: The core working hours are established by the 160th Signal Brigade as 0900 through 1500 local time, Monday through Friday. The contractor may allow employees to begin from 0600 through 0900. Full coverage is required from 0600 through 1600 for certain positions, including the Human Resources Specialist. Extended hours or weekend work may be necessary depending on mission requirements.
  • Amount of Travel: Travel may be required up to 25% of the time for training and customer support, both CONUS and OCONUS. Travel requirements, including plans, agenda, itinerary, and dates, must be pre-approved by the Government. All travel will be in compliance with the Joint Travel Regulation (JTR). A valid U.S. unrestricted passport is required for OCONUS site support.
