Step into a highly complex and impactful role within LDH Human Resources as the principal specialist overseeing the ADA Accommodation process. This position serves as a trusted statewide advisor on disciplinary actions, investigations, grievances, EEOC matters, Civil Service appeals, LaGov security, Affirmative Action planning, and Continuous Performance Management reviews.

As a key resource to leadership, you’ll counsel and guide management through complex employee relations matters, ensuring compliance with Civil Service rules, state and federal laws, and departmental policies. An ideal candidate should possess the following competencies:

Making Accurate Judgments: The ability to assess options, weigh risks, and make sound decisions using available information and logical reasoning.

Minimum Qualifications

Five years of human resources experience; OR

Six years of full-time experience in any field plus two years of human resources experience; OR

A bachelor’s degree plus two years of human resources experience; OR

An advanced degree in human resources, business administration, public administration, industrial and organizational psychology, organizational behavior, or a Juris Doctorate plus one year of human resources experience.

EXPERIENCE SUBSTITUTION:

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Designation as a Society for Human Resource Management Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP), Professional in Human Resources (PHR), or a Senior Professional in Human Resources (SPHR) will substitute for a maximum of one year of the required experience.

Job Duties and Other Information

Job Duties:

  • ADA Accommodations
  • Coordinates and administers the ADA accommodation process by facilitating meetings, interpreting applicable laws and policies, counseling employees and management on accommodation options, maintaining detailed case documentation, communicating with stakeholders (including medical providers), and tracking/reporting accommodation activity to leadership while ensuring proper recordkeeping and compliance.
  • Disciplinary Actions

Serves as the Employee Relations Unit Lead Worker, overseeing and supporting all unit functions while managing and tracking disciplinary actions from initiation to resolution. Provides guidance to management and employees on Civil Service rules, laws, and policies.

  • Grievances, Appeals, and EEOC

Interprets policy and procedures and advises managers, supervisors, and employees assuring compliance. Counsel’s employees and supervisors in order to attempt to resolve problems before the formal grievance or disciplinary processes are used.

  • Affirmative Action Plan

Serves as a subject matter expert on preparing and compiling statistical data required yearly to ensure equal employment opportunity reporting in accordance with Civil Service guidelines and the Office of Federal Contract Compliance Programs {OFCCP). Knowledge of various LaGov reports required to generate statistical data plan. Advise the program area and HR Director of the status of their Affirmative Action data.

  • CPM Reviews

Serves as Agency Reviewer for Continuous Performance Management (CPM) reviews within the higher volume region(s). Receive, review, and request information for CPM Request for Reviews. Conduct investigations, make recommendations as requested, and prepare responses.
