The Senior Human Resources Coordinator position is a full-time role and will report daily to the Oklahoma Health Care Authority office in Oklahoma City, OK.

Position Purpose

The Senior Human Resources Coordinator provides strategic leadership and operational management in HR-related functions to support the Oklahoma Health Care Authority’s mission. This role is responsible for ensuring efficient and compliant payroll management, effective recruitment, seamless employee onboarding, and fostering a positive workplace culture. Additionally, the Senior Human Resources Coordinator serves as a key liaison between management and staff, providing expertise in employee benefits, compensation, and compliance while promoting employee engagement and inclusion. The role is critical in aligning HR processes with the agency’s broader organizational goals and values.

Position Focus

While the Senior Human Resources Coordinator may be involved in various HR functions, the primary focus of this announcement is on recruitment, talent acquisition, compliance, engagement, and recognition. The selected candidate will be responsible for leading full-cycle recruitment efforts, ensuring compliance with federal and state regulations, fostering employee engagement, and overseeing recognition programs. These responsibilities contribute to creating a positive and compliant workplace environment, while aligning HR initiatives with the agency’s broader strategic goals.

Principle activities may include:

  • Serve as a liaison between management and staff, ensuring a positive and productive workplace culture. Oversee performance management processes, including goal setting, performance evaluations, and feedback sessions. Collaborate with agency supervisors to strategize and participate in disciplinary actions, including attending meetings, managing terminations, and conducting investigations as necessary.
  • Lead agency payroll operations with accuracy and compliance at a senior level. Direct all aspects of payroll management, including auditing, data input, and maintenance for employee hours, paid leave, deductions, garnishments, and other critical information. Ensure adherence to federal laws and regulations regarding wages, overtime, and deductions. Resolve payroll discrepancies and time/leave issues promptly, while providing training on payroll processing. Maintain comprehensive employee records to support compliance and operational efficiency.
  • Serves as a business partner to agency leaders, promotes a culture of inclusion, and fosters an environment of employee engagement through relationships, activities, recognition, training, and coaching.
  • Collaborate closely with departmental managers to coordinate and execute the recruitment process, including interviewing, hiring, and facilitating the seamless onboarding of qualified candidates across various organizational levels and functions. Prepares recruiting announcements, conducts job counseling, collects and analyzes data on personnel selection procedures, and manages a recruitment system aligned with strategic goals. Develops and maintain reports as needed.
  • Mentor junior staff in recruitment and/or payroll processes. Provide regular feedback and guidance, helping junior team members grow professionally.
  • Maintain HR compliance by regularly updating workplace posters, employee handbook, and HR policies to ensure compliance with federal and state laws.
  • Leverage HR tools and technology (Workday, Adobe Sign, Microsoft Planner, OneNote, Calendly, etc.) to streamline processes, optimize workflow, and improve productivity.
  • Drive continuous process improvement by proactively identifying opportunities to optimize HR workflows, reducing inefficiencies, and implementing innovative tools or best practices. Regularly assess existing procedures and suggest improvements to streamline operations, enhance productivity, and meet evolving organizational needs.
  • Foster clear and effective communication across all levels of the organization by delivering concise, accurate, and timely information tailored to the audience. Ensure consistent and transparent communication with both internal stakeholders and candidates, utilizing various platforms to improve engagement and satisfaction.
  • Lead, coordinate, and participate in employee engagement initiatives designed to enhance workplace morale, motivation, and retention.
  • Prepares, processes, reviews, and audits employee actions (appointments, promotions, transfers, etc.), ensuring compliance with applicable laws and rules.
  • Assists in developing, evaluating, and implementing HR practices within the framework of laws and regulations, manages the employee handbook and policies, and advises on Personnel Administration Rules and HR policies.
  • Serves as a subject matter expert for FMLA, disability, retirement, group insurance, and other employee benefits programs, administering, determining eligibility, and advising on program details. Continuously ensure compliance with rules, policies, and regulations.
  • Monitors and manages the employee compensation program, including market data analysis and job factoring, ensuring a comprehensive and competitive compensation plan.
  • Assists in payroll-related compliance, audit, and processing activities, coordinating with state agencies on employee transfers and ensuring legal compliance.

Education and Experience

  • Bachelor’s degree plus 2 years of professional experience in human resources management
  • OR
  • A master’s degree in human resources, industrial/organizational psychology, public administration, sociology, psychology or a closely related degree plus 1 year of professional experience in human resources management

  • An equivalent combination of education and experience.
  • Note: Experience which was incidental to or not a major responsibility or duty of the position shall not be accepted as qualifying experience. Human resources management experience should include at least one of the following: job analysis, position classification, wage/salary and benefits administration, civil rights administration, recruitment or payroll administration.

Preference May Be Given to Candidates With

  • Certifications in any of the following areas: Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR), Society for Human Resource Management Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP), Certified Personnel Professional (CPP), Certified Compensation Professional (CCP), Certified Benefits Professional (CBP).
  • Proven track record in full-cycle recruitment, including sourcing, screening, interviewing, and onboarding, with a focus on optimizing recruitment processes for efficiency, effectiveness and achieving recruitment goals.
  • Expertise in leveraging recruitment technologies and tools, including applicant tracking systems (e.g., Workday) and software (e.g., Microsoft 365 suite, Adobe Sign, and similar tools), to streamline and optimize recruitment workflows.

Knowledge, Skills, Abilities and Competencies

The Senior Human Resources Coordinator requires in-depth knowledge of HR policies, federal and state regulations, and program administration principles. Strong communication and problem-solving skills are essential to collaborate across divisions, manage complex personnel issues, and ensure compliance. Financial acumen and strategic thinking are needed to align HR functions with organizational goals, optimize resources, and manage payroll and compensation programs.
